Hand held Bark Buster is the humane way to put a stop to persistent barking.  

Style of unit can vary a little but always the same specification

Train your dog (or your neighbour’s). to stay quiet without shock collars or other painful methods. 
When the dog barks the Bark Buster emits a high-pitched sonic pulse that’s inaudible to the human ear but highly irritating to dogs. 
With a choice of two sensitivity levels to deter dogs each time they bark. it activates up to 20 feet and can even be mounted to a wall with the supplied bracket.

Please note that some dogs are very difficult to train and the uncomfortable sound is far out weighed by the excitement of barking.

Also it is best to alter the power setting on the devise in order for the dog not to get used to the same sound.
